Information about the long-term supports and services available in Kansas. ADRC is the single entry point for older adults and persons with disabilities (PD, TBI, HI, Frail Elderly) to connect with local experts.
Medicaid Home- and Community-Based Services (HCBS) waiver program allows Kansas to provide services that allow those who need care to receive services in their homes or communities, including waiving certain Medicaid program requirements.
The Community Support Waiver (CSW) is a new Medicaid waiver program that will assist Kansans with intellectual and developmental disabilities (I/DD) who do not need continuous, 24‑hour support. The CSW will expand community care choices and supplement natural supports to make it easier for anyone to live independently at home.

Fee Assistance and Respite Care for Military/DoD Families

The Family Planning program is designed to prevent unintended pregnancies by offering affordable methods of birth control accompanied by education and counseling. Pregnancy testing and appropriate counseling is available. Information regarding early and continuous prenatal care is provided if the pregnancy test and/or exam findings are positive for pregnancy.

The City – Cowley County Health Department provides Child Care Facility Compliance Oversight for Cowley County, including the following services:
Provide information to parents seeking child care
Process child care licensing/registration applications
Carry out monitoring visits to licensed child care sites
Investigate child care complaints
Provides monthly in-services for child care providers

We offer a sliding discount of services for all those who qualify. Services provided include: Family Practice Care, Preventative Care, Immunizations, Minor Surgery, Laceration Repair, Diagnostic Services, Behavioral Health, Dental/Oral Health, Referral OB/GYN Care, Offers health insurance assistance to help you navigate through any insurance questions you may have as well as any help with the application process. Provides assistance with Medicaid, Medicare, KanCare and The Marketplace Insurance help FREE of charge with an onsite ACA Counselor. This service is offered in both English and Spanish.

Contact a school district's nurse to learn more about the fund and to be referred to apply for assistance. County children, up to 19 years old, may be eligible once a year for up to $250 in assistance for a variety of expenses including:
Medical equipment not covered by health insurance.
Travel expenses for out-of-town medical care.
Prescription medications not covered by insurance including co-pays.
Dental expenses not covered by dental insurance.
Other expenses approved by the advisory committee.

The fund will not cover expenses related to vision, orthodontia or office visit co-pays.

The Cowley County CDDO is a department of the county and serves as the single point of entry for anyone needing or inquiring about services for individuals in Cowley County with an Intellectual/Developmental Disability or MR/DD. The CDDO determines I/DD eligibility according to State guidelines and eligibility for HCBS services through a basic assessment and presents provider choices to those who are determined eligible.

Provides a list of open positions in Cowley County. Can provide assistance on how to apply for jobs and information on training and education opportunities. Also partners with Kansas Workforce and Workforce Alliance to provide listings for jobs statewide.

Cowley County Economic Development Partnership was established in 2004 as a countywide agency to serve Cowley County in community and economic development efforts.  Our primary goal is to offer assistance to established, expanding and new businesses.  As a community development organization, we target opportunities that build on quality-of-life initiatives.

Foster Grandparents are senior volunteers who serve at various schools, Head Start Centers, daycares, faith-based groups, and other education-focused organizations. They support children who are facing challenges to school success by helping them learn to read, tutoring them, and providing general mentorship.
The Foster Grandparent Program is part of AmeriCorps along with RSVP and Senior Companion Program. Volunteers who meet income requirements may be eligible for a living stipend.

The Kansas Low Income Energy Assistance Program (LIEAP) is a Federally funded program that helps eligible households pay a portion of their home energy costs by providing a one-time per year benefit. Benefit levels vary according to the following factors:
Household income, Number of persons living at the address, Type of dwelling, Type of heating fuel, Utility rates.

The Senior Community Service Employment Program (SCSEP) provides workers ages 55 & over who meet income guidelines, with an opportunity to gain key work skills by working in a real-world, real-time work environment. SCSEP participants gain critical skills that ultimately lead to locating and maintaining unsubsidized employment.

Why do participants enroll in SCSEP? Some have retired and want to stay active. Others have been laid off from long-term jobs. Still others want to reenter the workforce after raising a family or a change in their financial situation. Regardless of their specific reason, SCSEP participants are eager to work for the employers of today and tomorrow.

Youth Scholarships available: There is no cost to those families on the KanCare United Healthcare Plan (Excludes Sunflower and Amerigroup). Simply bring in your Member ID card and complete a sign-up form. All other families on the free lunch program will receive a 75% discount. In addition, those families on the reduced lunch program will receive a 50% discount. Scholarships must be requested at the time of registration. Parents need to stop by the WRC office during enrollment periods to complete a scholarship form. Contact Superintendent Troy Moree for more information or to contribute to this scholarship fund.
