Emergency Response

Emergency Communications receives and processes 911 emergency and non-emergency calls and provides dispatching for Emergency Medical, Fire Department, and Law Enforcement agencies working within Cowley County.

Emergency response. Information on current inmate rosters and visitation, public records requests, offender watch, and media releases.

Provide disaster survivors with information, support, services, and a means to access and apply for disaster assistance through joint data-sharing efforts between federal, tribal, state, local, and private sector partners.

Distribution Days for the Personal Care Pantry are once per month. Typically on the third Sunday each month from 1-3pm. No appointment needed. Follow our Facebook page for specific dates/events/
Deodorant, Toothbrushes, Toothpaste, Shampoo, Conditioner, Hand Soap, Feminine Hygiene Products, Toilet paper, New undergarments for children, New socks, Diapers and wipes, and more.

Free second hand clothing ministry and food pantry.

Joseph's Storehouse is a thrift store that accepts donations of gently used clothing and household items. We also distribute The Emergency Food Assistance Program for low-income individuals and families and the Commodity Supplemental Food Program for seniors. Both programs allow participants to receive food or commodities every month. In addition, we also have our own food pantry for short term emergencies, as well as our Good Neighbor Fund that may be able to assist with rent, utilities, or other emergency expenses. Feel free to call for more information.

Available Monday-Friday from 8:30-11:00am. Please arrive by 10:45 so we can serve you.
Must have current proof of address in Winfield, Rock, or Udall (a piece of mail from the last 30 days) and meet low-income requirements for assistance.
Clients can receive food once every 30 days, a maximum of 12 times per year.
Clients are provided with a variety of nonperishable items such as canned vegetables, pancake mix, spaghetti sauce, peanut butter, etc. as well as meat and bakery products while supplies last. Hygiene items such as toothbrushes and deodorant may also be available.
We may be closed on holidays or due to inclement weather. Call or check Facebook to verify.
